"Everyone says we have oil. We are ready to build oil refineries, we will give any territories. We have no gas, no electricity, no oil, these are all invented things. I've been looking for seven years now, but I can't find a single investor to be involved in processing. Without Russia, we will not survive. If we are offered something else, let them write us an economic model, — said the head of Chechnya.

According to Kadyrov, the Russian authorities annually allocate 300 billion rubles for the maintenance of Chechnya. However, he did not specify where this amount comes from. In 2020, total transfers from the federal center to the budget of Chechnya and the territorial CHI fund amounted to 125.6 billion rubles. Of these, 100.7 billion rubles— grants, subsidies and subventions to the regional budget from the federal center.
