Negotiations between Russia and Ukraine on a political settlement are not developing, Deputy Director of the Information and Press Department (DIP) of the Russian Foreign Ministry Alexei Zaitsev said at a briefing.

“Russian-Ukrainian negotiations are in a state of stagnation”,— he said.

According to Zaitsev, this is also indicated by the statements of the Ukrainian authorities. As an example, he cited a statement by Ukrainian President Volodymyr Zelensky on May 4. Then the president said that he “sees no prospects for negotiations.” Another statement was made by the head of the National Security and Defense Council, Aleksey Danilov, who “generally rejected any possibility of a peace treaty with Russia,” continued the deputy director of the DIP Ministry of Foreign Affairs.

“All this confirms the importance of implementing the tasks of a special military operation,”— he concluded.

Zelensky’s words, which Zaitsev spoke about, were heard during a speech at the summit of the board of directors of the Wall Street Journal. “Our negotiation teams interact at the level of their members. They are discussing preparations for the leaders' meeting. I don't really believe in such negotiations,” — Zelensky said then (quote from TASS). He noted that he considers it important to continue the dialogue with the Russian side, but does not see “any prospect for these negotiations” until the President of Russia “signs or makes any official appeal.”

The last time the Russian and Ukrainian delegations met in person in Istanbul at the end of March. Then Kyiv handed over to Moscow proposals for a peaceful settlement. After the meeting in Istanbul, the negotiations continued in video format.

According to the Ministry of Foreign Affairs, Russia later sent several retaliatory proposals, but there was no reaction from Kyiv, which stalled the negotiations. According to Russian President Vladimir Putin, Ukraine has also dramatically changed its position and moved away from the Istanbul agreements. Now Kyiv wants to discuss Crimea and Donbass at the summit of the leaders of the two countries, while Moscow insists on resolving this issue at the stage of drafting a settlement agreement, he noted.
