Its outcome will determine the details of the future Macron's course, which, however, is unlikely to undergo fundamental changes both within France and on the world stage.

In itself, the second round of presidential elections was not a surprise – in the history of the Fifth Republic there were no campaigns limited to one stage of voting. It is curious that this is only the second case when the former opponents again met in the final battle.

As in 2017, this year Macron was competed with the leader of the National Association (until 2018 known as the name “National Front”) Marine Le Pen. Despite optimistic preliminary opinion polls for her and a backlog of only 4.7% in the first round (it took place on April 10), analysts agreed that she would suffer the same fate.

The second round for the Le Pen family in general is of particular importance. The founder of the National Front, Jean-Marie Le Pen, successfully overcame the first stage of voting twenty years ago, speaking out against Jacques Chirac, around whom there were many corruption scandals. However, the protest vote in the second round, which was held according to the principle “better for a thief than for a nationalist” (even those candidates who had dropped out of the race who did not sympathize with him called to support Chirac), led to the fact that in 2002 the leader of the “NF” all same lost. It is not surprising that his daughters predicted a similar fate five years ago, and she really then repeated her father's experience. In the event of a Macron victory, the head of state will obviously stick to his former course, Yury Rubinsky, head of the Center for French Studies at the Institute of Europe of the Russian Academy of Sciences, said in a conversation with MK.

“In general, of course, Macron will continue to pursue the foreign and domestic policy that we observed in his first presidential term. At the same time, some new factors will come into play. First, what matters is what the final gap between Macron and Le Pen will be. In the last elections, it was almost two-time, now, obviously, the difference will be less. This is not surprising: Macron was in power and bore all the costs associated with this, while Le Pen criticized his decisions.

Secondly, in addition to the gap in percentages, an equally significant role is played by what is called the informal “third round” – the parliamentary elections in France scheduled for June 12 and 19 (the first and second rounds, respectively). “Although for the Fifth Republic the president is a central figure in political life, he is still forced to rely on the main forces in the parliament, which essentially has to form a government, when making decisions,” Yury Rubinsky emphasized in this regard. “For the past five years, Macron has had independent and absolute parliamentary majority of his party “Republic on the March” (another option – “Forward, Republic!”. – “MK”), not all of his predecessors can boast of this. Accordingly, the government actually had the composition that the president appointed. Now those prospects are in question. Most likely, those who were defeated in the first round of the presidential elections will actively participate in the parliamentary campaign.”

According to Macron, he himself is both left and right, but we have seen that his policies so far have been more in the interests of the right-wing elite electorate. Now it is necessary to win the sympathy of the protest voters of Mélenchon on the left, to reduce the irritating factors. In particular, we are talking about Macron's planned increase in the retirement age to 65 years (now 62). Le Pen promised to lower the retirement threshold to 60 years – of course, this is an obvious populist gesture. Melenchon suggested looking for a middle option, which, apparently, Macron now has to find.

As far as foreign policy is concerned, time also plays a role in this case. France and Norway to close airspace to aircraft from Russia

‘Nuclear war cannot be won’: Russia, China, Britain, US and France say in rare joint statement


China, Russia, Britain, the United States and France have agreed that a further spread of nuclear arms and a nuclear war should be avoided, in a rare joint statement by the five nuclear states on the United Nations Security Council.

Key points:

  • The statement says nuclear weapons should be used for defensive purposes only 
  • None of the countries has joined the UN's Treaty on the Prohibition of Nuclear Weapons, which would require them to eliminate their own weapons 
  • The statement comes amid escalating tensions between Russia and the US over Ukraine

"We affirm that a nuclear war cannot be won and must never be fought," the statement read.

"As nuclear use would have far-reaching consequences, we also affirm that nuclear weapons — for as long as they continue to exist — should serve defensive purposes, deter aggression and prevent war.

"We believe strongly that the further spread of such weapons must be prevented." 

The countries stated their commitment to world elimination of nuclear weapons, and improving their own domestic measures "to prevent unauthorised or unintended use of nuclear weapons".

They also reiterated their commitments to the Nuclear Non-Proliferation Treaty, an agreement which went into force in 1970 that was designed to prevent the further spread of nuclear weapons. 

A conference to review the treaty was set to begin on Tuesday at the United Nations, but has been postponed until August due to the COVID-19 pandemic.

None of the countries behind the statement has agreed to the more comprehensive United Nations' Treaty on the Prohibition of Nuclear Weapons, which would require them to eliminate their nuclear weapons programs. 

The statement came amid increased geopolitical tensions between Moscow and Western nations over concerns about Russia's military build-up near neighbouring Ukraine.

Moscow says it can move its army around its own territory as it deems necessary.

US President Joe Biden told his Russian counterpart Vladimir Putin last week that a possible move on Ukraine would draw sanctions and an increased US presence in Europe, where tensions are high after Russia's military build-up at the border.

Retail staff subject to 'wide and varied' abuse

Paul Zahra of the Australian Retailers Association has been speaking on ABC News Breakfast.

He says he has received thousands of complaints from his members, some of whom have reported "wide and varied" degrees of violence towards staff after being asked to show their vaccine passport, including having a hot coffee thrown in someone's face and other physical and verbal abuse, saying he is "absolutely concerned" about the escalation.

Mr Zahra says he was disappointed at how the vaccine passport was bought in, which he said featured a lack of consultation and poor communication.

"In Victoria we were given hours' notice, leaving retailers and consumers scrambling. In fact, we also had staff vaccination [the requirement of] being double vaxxed, that was brought forward by a week," he says.

"Some stores don't have enough staff because of the vaccination regulation, but consumers have a very high level of anxiety.

"It's disrespectful and unacceptable.

"We also want to see clear direction from the government around when the vaccine certificates won't be required."

Mr Zahra says he "welcomed" vaccine passports in general, but the different ways they have been implemented in NSW and Victoria has been poor.

"In New South Wales, it was seen as a privilege to shop in non-essential retail. And also made clear from day one, when the shops opened, that was a requirement.

"We saw a different response in Victoria, where shoppers were allowed to shop, retailers were allowed to trade, for weeks before the vaccination certificate was brought in.

"So people are now feeling their privileges are taken away and it's driving the anxiety. And it's playing out at a high level of aggression."

As for your question, the Queensland government website is not quite as clear as the South Australian one on this.

It should be said that if you're entering Queensland from a green zone you do not need to be tested prior to entry.

The same is true if you are entering by road from a border zone area.

You will still need to complete a Queensland Border Pass though.

If you are entering Queensland from a hot spot, you need to be able to provide evidence of a negative result of a COVID-19 PCR test taken within 72 hours before entering Queensland.

As far as I can tell, this applies to everyone, including kids.

Remember, if you're coming from a hotspot, you also have to quarantine for 14 days, either at home if you are eligible, or at a Government Hotel at your own cost.

More than 80 guests in lockdown at Byron Bay backpackers after confirmed COVID case Supplied: Aquarius Backpackers

A backpacker hostel in Byron Bay on the NSW north coast has been placed into a snap, seven-day lockdown after a positive COVID case. Eighty-four close contacts have been identified.

The Member for Ballina, Tamara Smith, said food and health support was being provided to the dozens of guests who were now in lockdown at the backpackers.

Police are monitoring the Aquarius Backpackers in Byron Bay to ensure no guests leave the facility.

Ms Smith said any further spread of the infection would be "pretty catastrophic" for the region. 

The Byron Shire has one of the lowest vaccination rates in NSW and businesses are still recovering from two lockdowns in August and September this year.

"We want to make sure that the situation is contained and that people are safe and getting the support they need," she said.

Yes, testing requirements to enter SA does include children.

From the South Australia government website:

Yes. All people on the application, including all dependants, must comply with all conditions of entry including all COVID-19 testing requirements. This includes children of all ages.

Vaccination requirements apply to people aged 12 years and 2 months or older.

Vaccines for -11 year oldsGood morning! Is there any updates on the vaccine roll out for 5-11 year olds in America? Have they started to see any affect yet?

Good morning!

The latest update that we have for the USA is that children aged 5 to 11 were recommended for COVID-19 vaccines on November 2, and as of mid-month, nearly 10 per cent of those eligible had received their first dose, the White House said, according to Reuters.

Elsewhere, the EU's medicines watchdog is set to evaluate the use of Pfizer and BioNTech's vaccine in 5 to 11-year-olds later today, after authorising it for children as young as 12 in May.

WIthin Europe, France should rule on vaccines for 5-11 year-olds early next year, while Germany will likely offer jabs to children under 12 from early 2022, according to media agency Deutsche Welle.

Israel began offering the Pfizer-BioNtech shot to 5 to 11 year olds on November 22, a vaccine the UAE and Bahrain have approved for emergency use for the same age group. Bahrain has also approved the Sinopharm vaccine for children aged 3-11.

China has approved two Sinopharm and one Sinovac vaccine for children as young as three and its Zhejiang province aims to finish vaccinating 3 to 11-year-olds by December. Hong Kong lowered the age limit for Sinovac's vaccine to three on November 20.

Pfizer has applied for Japan's approval for vaccines for children aged 5-11, while Singapore is expecting its recommendation later in November.

More Katherine exposure sites likely to be named

Health authorities will today reveal whether a woman who was infectious with coronavirus in Katherine yesterday posed a significant risk to the community.

She was one of 11 new coronavirus cases yesterday, but she is the one authorities are most concerned about. She left the community of Binjari, which is in hard lockdown, without knowing she was COVID-positive, and travelled to Katherine.

The woman, three people she travelled with and seven others at a household they arrived at have now been taken to quarantine, alongside the driver of the taxi they rode in. 

More high-risk exposure sites in Katherine are likely to be listed today.

Shoigu said the importance of working with France in the field of security


Russian Defense Minister Sergei Shoigu said on Friday about the importance of working together with France to solve security problems and prevent military incidents.

A plenary meeting of the Russian-French Council was held in Paris cooperation on security issues. Shoigu said he was counting on a frank conversation with his French colleagues.

According to the Russian minister, “the situation in the world today is quite difficult.” Shoigu also thanked the French side for their hospitality and initiative.

Earlier, the French Ministry of Foreign Affairs announced that the meeting of the Foreign and Defense Ministers of the Russian Federation and France, during which the parties will discuss the situation in Ukraine, will be held on November 12 in Paris. Sacre rhubarb? French respond to Tassie farmer’s bubbly post with a firm ‘non’

A Tasmanian farmer’s suggestion that people make champagne with their surplus rhubarb has drawn a legal warning from the French.

Key points:

  • Days after suggesting that his Facebook followers should make rhubarb champagne, Guy Robertson got a call from a French official
  • Mr Robertson thought it was funny, and said the official was a nice guy but took it seriously
  • Under international law, only champagne from the Champagne region in France is allowed to trade using the term

Guy Robertson from Penguin-based Mount Gnomon Farm suggested on social media that those with surplus rhubarb could treat themselves, as he had, by brewing some homemade rhubarb bubbly, which he termed champagne.

A couple of days later he received a phone call from a French official in relation to the post.

“He was a really nice guy, he said: ‘I know it’s a really bad time around the world at the moment, but our legal team takes it very seriously’,” Mr Robertson told Helen Shield on ABC Radio Hobart.

“He said he has been doing it for three years and it’s his job to make sure everyone complies and nobody markets their bubbles as champagne unless you come from the Champagne region in France.

“It was a funny moment for me, I just couldn’t believe I had a call from France in the current climate about 10 litres of home-brew that we aren’t even marketing.”

Organisations such as the Comité Champagne protect and promote the Champagne brand.

Mr Robertson said the official had received a complaint about his social media post and had to follow it up, but managed to see the funny side of it.

“They take their job very seriously,” Mr Robertson said.

“It made me laugh and laugh.

“If I ever go into the production of rhubarb champagne, I’ll have to call it something different.”

From paddock to plate via the web

Mount Gnomon Farm sells produce at farmers’ markets and festivals, hosts on-farm experiences, and supplies restaurants.

The COVID-19 crisis has resulted in the business losing almost 100 per cent of its revenue overnight.

“When we found out we wouldn’t be able to attend Dark Mofo the dominoes started to fall,” he said.

In early March, Tasmania’s largest festival Dark Mofo announced it would not go ahead due to the virus outbreak.

“The first week was the sleepless week,” Mr Robertson said.

“Then we realised we could put everything online.”

Mr Robertson said he had created a website for his business and was now incredibly busy selling meat, vegetables, and fruit online, as well as the products of other local artisan producers.

Since going online, he has sold 1,000 products and is delivering food boxes all around the state.

“The most encouraging thing is the community support,” he said.

“We’re trying to focus on what we can do rather than what we can’t do.”

For Easter, he has 70 deliveries around the North West, 50 to Launceston and 60 to Hobart — all being driven himself.

And rhubarb is making an appearance in all the produce boxes.

New York Stock Exchange will temporarily close trading floor, move to electronic trading

The New York Stock Exchange says it will temporarily close its trading floor and move to electronic trading because of the coronavirus pandemic. All electronic trading will start on Monday.  

Overnight, US stocks deepened their sell-off and the Dow Jones index erased the last of its gains since the inauguration of President Donald Trump, as the coronavirus threatens to plunge the world into a global recession.

Key points:

  • The Dow Jones Industrial Average fell nearly 5 per cent in morning trade
  • The Trump administration is planning to send US$1,000 cheques to Americans
  • The US Senate vowed to pass even stronger stimulus measures

The Dow Jones Industrial Average fell 1,338 points, or 6.3 per cent to 19,899, the S&P 500 lost 131 points, or 5.2 per cent to 2,398 and the Nasdaq Composite dropped 345 points, or 4.7 per cent to 6,990.

Massive government and central bank stimulus failed to stem the panic.

Mr Trump’s request for Congress to approve $US500 billion in cash payments to taxpayers, along with $US50 billion in loans for airlines, did little to stem the rout.

Trading in the S&P 500 was halted for 15 minutes at the open after it dropped more than 7 per cent.

The S&P 500 has lost more than 30 per cent since its record closing high last month.

The Dow Jones index fell more than 10 per cent earlier in the session but ended off its lows.

Shares in airline maker Boeing fell after it called for a $US60 billion lifeline.

The price of oil plunged by nearly one quarter to its lowest level in 18 years.

US crude oil fell 24 per cent or $US6.58 to $US20.37 a barrel.

Spot gold was also caught up in the selling, falling $US30 to $US1,498 an ounce.

European share markets were also hard hit.

The FTSE 100 in London lost 4 per cent or 214 points to 5,081.

The pound plunged 5 per cent to its lowest level against the greenback in more than three decades.

The Australian dollar fell 3.6 per cent to 57.79 US cents as the greenback surged on promises of more US stimulus.

In futures trade, the ASX SPI 200 has come off its lows to 4,834, down 80 points or 1.6 per cent.

Later today, the Reserve Bank is expected to cut interest rates to a new record low and commence a government bond buying program to help the economy cope with the economic impact of the coronavirus.

UK, France stimulus measures

In addition to measures in the US, Britain launched a 330-billion-pound ($666 billion) rescue package for businesses threatened with collapse.

France, which went into lockdown on Tuesday, is to pump 45 billion euros ($74.4 billion) into its economy to help companies and workers.

Still, forecasters at banks are projecting a steep economic contraction in at least the second quarter.

Governments are taking draconian measures to combat the virus, restricting movements, adding to market concerns.

US Senate digs in to formulate ‘bolder’ relief

Meanwhile, US Senate Majority Leader Mitch McConnell expected the chamber on Wednesday to pass an economic relief bill already approved by the House of Representatives.

The senators are also looking at the “best pathway to put money directly in the hands of the American people … as quickly as possible” and “targeted relief for key industries that are shouldering an outsized burden from the public health directives,” Senator McConnell said.

He said the bill will include measures to get “more tools in the hands of healthcare providers, removing barriers to treatment, and helping researchers develop therapeutics and vaccines”.

To prevent the spread of the virus amongst themselves, he urged senators to enter the chamber later on Wednesday, vote on the House bill, and then leave so “we don’t have gaggles of conversation here on the floor.”

Italy’s coronavirus death toll soars to more than 360

The death toll from the coronavirus outbreak in Italy has jumped by 133 to 366, by far the largest daily rise in fatalities there since the outbreak came to light last month.

Italian authorities said the total number of cases leapt from 5,883 to 7,375 on Saturday (local time), another record jump.

Italy has overtaken South Korea to have the highest number of recorded coronavirus cases outside China.

China has more than 80,000 cases.

Angelo Borrelli, the head of the nation’s Civil Protection Agency, said of those originally infected, 622 had fully recovered, compared to 589 the day before.

They are also recruiting medical students and recently retired medical professionals to help deal with growing number of infected people.

The country had reported 1,126 cases as of Sunday (local time), up 19 per cent from the day before.

France has the second highest number of cases in Europe after Italy. So far, 19 people there have died.

Six tourists arrested after faeces found at sacred Machu Picchu temple

Peruvian police say they will deport five tourists and prosecute another after they allegedly damaged stonework and defecated among the ruins at Machu Picchu, an Incan citadel that is one of South America’s most renowned tourist attractions.

Authorities said on Tuesday (local time) the tourists, from Chile, Brazil, France and Argentina, snuck into the ruins and caused a rock to fall from a wall of the Temple of the Sun, which damaged it.

One of the foreigners allegedly defecated inside the Incan city.

The tourists were arrested on Sunday when police and park rangers found them in a restricted area of the sacred Temple of the Sun, Agence France Presse (AFP) reported.

An Argentine man will remain in the country to face charges for “destroying Peru’s cultural heritage” after he acknowledged a lead role in the vandalism.

According to AFP the tourists face at least four years in prison if they are found guilty.

The 15th-century Temple of the Sun has limited access for tourists in order to preserve the sacred and unique site.

It was built by the Inca for ceremonies giving offerings to the sun, which was a vital part of Incan life and culture.

The Temple of Sun was used to pay tribute to the sun, considered the creator of all things and the most important deity in the Inca empire.

Machu Picchu is a UNESCO World Heritage site visited by more than a million tourists a year.

It is set on a steep ridge made up of about 200 structures and is famous for its architecture and art covering 32,592 hectares of mountain slopes, peaks and valleys at the meeting point of the Peruvian Andes and the Amazon Basin.

The stonework has long intrigued visitors, but a spike in tourism has raised concerns about damage to the delicate site.

The United Nations has previously warned of urgent problems with deforestation, the risk of landslides, uncontrolled urban development and illegal access to the sanctuary.
