Residents of the DPR and LPR received the right to a simplified procedure for obtaining Russian citizenship back in 2019, residents of Kherson and Zaporozhye – in May 2022
Russian President Vladimir Putin signed a decree that citizens of Ukraine, Donetsk and Luhansk people's republics can obtain Russian citizenship in a simplified manner. The document was published on the official Internet portal of legal information.
“Establish that citizens of Ukraine, the Donetsk People's Republic or the Luhansk People's Republic and stateless persons permanently residing on the territory of the DPR, LPR or Ukraine <…> have the right to apply for admission to the citizenship of the Russian Federation in a simplified alright»,— stated in the text of the decree.
The document notes that military service should not be the basis for refusal to grant citizenship.
Stateless persons who have a migration card, a temporary residence permit, a residence permit, a refugee certificate, a certificate of temporary asylum, or a certificate of a participant in the state program on voluntary resettlement can also apply for Russian citizenship.
Residents of the DPR and LPR received the right to a simplified procedure for obtaining Russian citizenship back in 2019, residents of Kherson and Zaporozhye— in May 2022. The procedure allows you to reduce the period of residence of a foreign citizen or stateless person in Russia before applying for citizenship— up to a year or less.
Foreigners with at least one Russian parent, foreigners permanently residing in Russia, native speakers of the Russian language, and representatives of certain professions can still obtain Russian citizenship under a simplified scheme. On May 30, Putin simplified the acquisition of citizenship for orphans from Ukraine, the DPR and the LPR. Guardians and trustees of orphans who are citizens of Russia, the DPR, LPR or Ukraine, as well as heads of public organizations from the DPR, LPR, Zaporozhye and Kherson regions of Ukraine can apply.
